The 21-year-old has impressed with The Hammers this season despite the team's struggles, and has reportedly attracted attention, including from Premier League rivals Manchester United.
He could leave the London Stadium if West Ham, who are currently inside the relegation zone with just two games remaining, drop down to the Championship.
"Arsenal are interested in signing West Ham United’s Mateus Fernandes as they look to reshape their midfield this summer," writes The Times.
"Before Fernandes joined West Ham for an initial ÂŁ38 million from Southampton last summer, he had interest from 10 clubs, including Atletico Madrid, and he is likely to attract similar attention now. Paris Saint-Germain are interested in him as well as the Atletico forward Julian Alvarez, who is another target for Arsenal this summer.
"Fernandes signed a five-year deal with the option of a further year at West Ham. The deal included Southampton retaining a 15% sell-on clause and receiving ÂŁ4m in add-ons. West Ham do not want to sell Fernandes if they stay up, but they would have little choice but to do so if they are relegated to the Sky Bet Championship to ensure they stay within financial rules."

Arsenal face fight for Porto midfielder

The Sun reports that Arsenal are monitoring Porto midfielder Victor Froholdt - but face a tough challenge to sign the 20-year-old.
The Denmark international has impressed this term, helping Porto win the domestic league, scoring eight goals and registering six assists in 51 appearances.
"That has sparked interest from clubs all over Europe and Arsenal are one of those that have scouted the Dane," writes the outlet.
"The Gunners are in the market for a new midfielder this summer as Christian Norgaard is expected to be on the move.
"Porto, however, are determined to keep hold of Froholdt for at least one more year and are optimistic they can.
"The midfielder - who joined Porto last summer for around ÂŁ20m from Copenhagen - has four years left on his contract.
"Froholdt’s contract also has a release clause worth over £70m and Porto have been buoyed by the fact he is currently not pushing to leave."

Real Madrid set price tag on Valverde

Real Madrid have set out their demands for Manchester United target Federico Valverde.
The Manchester Evening News carries the report, citing Spanish outlet AS.
The Red Devils have been linked with a move for the Uruguay international, who is currently sidelined following a high-profile altercation with team-mate Aurelien Tchouameni.
"Real Madrid will demand a price of between €100m and €120 million (£87m- £105m) for Federico Valverde if they are to sell this summer, according to AS," reads the article.
"United have been linked with an interest in the midfielder, amid an altercation with Real Madrid team-mate and another United transfer target, Aurelien Tchouameni.
"Both players have been fined €500,000 (£436,000) by the club.
"Valverde is said to have full concentration on returning to action for the club after missing El Clasico due to concussion protocols."
