Goal-shy Colombia were knocked out of the World Cup at the last-16 stage after Switzerland beat them 4-3 on penalties on Tuesday following a goalless draw in Vancouver.
Reflecting on the game, the ESPN pundit said: "It's a shame given the chances we had. We didn't know how to capitalise on them.
"At this stage of a competition like this, the opposition are of a standard where they won't let you off the hook," said Falcao.
"And it's been from the penalty spot - as on so many other occasions - that our football has had its wings clipped.
"We have to work on our football, in our clubs and in the national team. We have to pay close attention to this because there have been so many disappointments."
Falcao, 40, who is a free agent after his contract at Bogota side Millonarios expired in June, then hit out at Colombia’s two-tier domestic structure.
Colombia's top league has 20 sides, while the second tier has 16, and Falcao believes the country needs a third division to improve competitiveness.
"Our youth development programmes need to improve," added Falcao, who had loan spells at Manchester United and Chelsea earlier in his long playing career. "It's unacceptable that we don't have a third tier.
"It's a disgrace that our football lacks competitiveness and fosters mediocrity and laziness, with teams that don't invest because they know they won't be relegated."

Switzerland's victory on penalties over Colombia completed the quarter-final line-up for the World Cup.
In the top half of the draw, France will play Morocco in the first last-eight clash on July 9 before Spain face Belgium a day later.
The bottom half will then see Norway take on England on Saturday evening and Argentina meet Switzerland in the early hours of Sunday.
