However, there is no room for rising star Lennon Miller or Oli McBurnie, who scored 18 goals this season for Hull City.
There is a spot for 19-year-old Curtis, who won his first cap in March after impressing on loan at Kilmarnock from Rangers.
Steve Clarke’s side are making their first World Cup appearance since 1998 and play their first game against Haiti on June 14. Scotland also face Morocco (June 19) and Brazil (June 24) in Group C.
Clarke has largely kept faith with most of the squad that secured qualification for the World Cup in dramatic fashion with victory over Denmark.
Andy Robertson continues as captain and could be key to Scotland’s chances along with Scott McTominay and John McGinn.
Stewart hasn’t been in a Scotland squad since 2022, but returns after a strong season with Southampton that has seen him score 11 goals in 33 appearances.
Tommy Conway misses out after suffering an injury in Middlesbrough’s Championship play-off semi-final against Southampton.
Bournemouth winger Ben Gannon-Doak is in the squad after missing the March friendlies due to injury.
Among the forwards are Ipswich Town's George Hirst, Hearts' Lawrence Shankland and Torino's Che Adams.
There is plenty of experience among the goalkeepers, but not much playing time between them this season.
Gordon, Angus Gunn and Liam Kelly have made just 15 appearances between them. Gordon hasn’t played since January and Gunn has only featured once for Nottingham Forest this campaign.
Scotland play Curacao in a friendly at Hampden Park on May 30, and then Bolivia in New Jersey on June 6.
