Chelsea fined £10m and given suspended transfer ban for two windows after FA rule breaches over agent payments, Mykhailo Mudryk cleared to return

The Football Association have announced that Chelsea have been handed a £10 million fine, and given a suspended registration ban for two transfer windows, over breaches of rules relating to agent payments between 2009 and 2022.

However, the Premier League club have also had a six-point deduction, which had been suspended until June 30, 2027, set aside on appeal.
Chelsea had been charged with 74 breaches of Rule E1.2 after its ownership self-reported misconduct following its takeover four years ago.
All 74 breaches, which all date back to when Roman Abramovich was owner, were admitted by the club.

A club statement read: "Chelsea Football Club is pleased to confirm that a final decision has been reached by the FA’s judicial bodies in relation to historical regulatory matters that were self-reported by the club.
"In 2022, the club self-reported potential historical rule breaches to all applicable regulators. Following that report, it has worked openly and transparently with all regulators, including voluntarily and proactively disclosing many thousands of documents.
"As previously announced, settlement agreements have been entered into with UEFA and the Premier League concerning the same self-reported regulatory matters and topics that have been addressed before.
"The club is pleased to confirm that, now the FA process has concluded, this brings all regulatory proceedings against the club to a close.
"We are grateful to UEFA, the Premier League and the FA for their engagement with the club throughout these processes."
The FA added that it was "continuing to investigate individual misconduct arising out of this case".
A statement from the FA read: "A financial sanction of £10 million and a suspended two-window registration ban have been imposed on Chelsea FC for breaches of The Football Association Football Agent Regulations, Regulations on Working with Intermediaries and Third Party Investment in Players Regulations.

"The FA charged Chelsea FC with 74 breaches of FA Rule E1.2 after its current ownership self-reported misconduct upon its purchase of the club.
"The FA is continuing to investigate individual misconduct arising out of this case.
"Chelsea FC admitted to the 74 breaches of FA Rule E1.2 prior to a hearing and an independent Regulatory Commission imposed a six-point deduction, which was to be suspended until 30 June 2027, and a £10 million fine.
"The club appealed against the suspended points deduction and an independent Appeal Board allowed the appeal and set aside this sanction following a further hearing.
"In its place, the Appeal Board imposed a registration ban for two complete and consecutive transfer windows which is suspended until 30 June 2027."
The fine will be invested into grassroots football.
Mudryk cleared to make playing return
In a further development for Chelsea, Ukraine winger Mykhailo Mudryk has been given the green light to resume his playing career.
Mudryk was suspended after being found to have meldonium, a prohibited substance, in his system following a doping control on October 22, 2024.
In January of 2026, Mudryk was handed a four-year ban, which prompted an appeal to the Court of Arbitration for Sport.
In a statement on Thursday, the Football Association said that ”Since then, changes have been made to WADA Technical Document (TD2027MRL) which, while not retroactive, mean that if Mr Mudryk's sample was collected today, the concentration of meldonium in the sample would not have been reported and no ADRVs would have resulted.
”Further to that development and to other circumstances of the case, The FA and Mr Mudryk have now - with the agreement of WADA [World Anti-Doping Agency] - resolved the appeal proceedings in accordance with Article 10.8.2 of the World Anti-Doping Code and Regulation 90 of the 2024 Anti-Doping Regulations.
"As a part of the agreement, Mr Mudryk accepted that he had committed the ADRVs charged and acceded to a period of ineligibility equal to the time served at the date of the agreement.
”Mr Mudryk is no longer ineligible and may return to competition with immediate effect.”

Chelsea issued their own statement, which read: ”We welcome the acknowledgement that advances in the applicable scientific reporting standards for more reliable testing mean that, had Misha's sample been analysed under today's technical requirements, it would not have been reported as a positive test and no anti-doping rule violation would have resulted.
"That is an important part of the context surrounding the agreed resolution and allows everyone involved to move forward.
”Misha [Mudryk] has consistently maintained that he never knowingly or intentionally used a prohibited substance and did not know how traces of the substance entered his system.
"Throughout this process he has conducted himself professionally and with resilience during what has undoubtedly been one of the most challenging periods of his career.
”We know how much this opportunity to return means to him. Our focus now is on supporting Misha’s reintegration into the squad and helping him resume his career.
”Chelsea FC remains fully committed to the highest standards of sporting integrity and compliance with all anti-doping regulations.”
